NA permission in Maharashtra: documents checklist

Updated · Mahasuchi

To use agricultural land for a house, plot layout or business in Maharashtra you need NA (non-agricultural) permission or conversion from the Collector or planning authority. Since the 2017–18 amendments, land inside a development plan area can often be converted by paying conversion charges instead of a full NA order — but the document set is largely the same.

Documents usually required

  • Application in the prescribed form to the Collector / planning authority
  • Latest 7/12 extract and mutation entries (ferfar) for the land
  • Ownership history — registered documents and their Index 2
  • Measurement / plot map of the gut with dimensions
  • Proposed site plan or layout prepared by an architect or licensed engineer
  • Zone certificate (zone dakhla) showing the land use zone
  • NOCs as applicable: gram panchayat, PWD / highway, irrigation, forest, airport
  • Identity proof of the owner(s) and consent of all co-owners

Where a plot drawing is needed

Almost every NA, building permission and layout file needs a drawing of the plot with its side lengths and location. A true-dimension AutoCAD DXF lets your architect start the site plan immediately instead of redrawing the gut from paper.

Before you apply

  1. 1Check the 7/12: all owners listed, no pending mutation, no restriction such as “new tenure” (नवीन शर्त) that needs separate permission.
  2. 2Check every year’s Index 2 for unregistered sales, mortgages or disputes.
  3. 3Confirm the zone from the development plan / regional plan.
  4. 4Get the plot map with dimensions and the site plan ready.

Note

Requirements differ between authorities (Collector, PMRDA, NMRDA, municipal councils, CIDCO / NAINA). Always confirm the latest checklist with your authority.
